Purpose:
To enhance overall learning experience for eligible Students
and to empower Tribal communities and governments with qualified
environmental professionals that, in turn, empower the environmental
management capacity of Tribal Nations.
Eligibility:
AISES member; Full-time Junior, Senior or Graduate Student
at an accredited four year or graduate college or university;
Majoring in environmental studies, science or engineering
fields leading to an environmentally related career; Minimum
of 2.7 GPA; U.S. Citizen or permanent U.S. Resident.
Awards:
$4,000 per academic year.

The
Environmental Appeals Board, within the Office of the Administrator
of the Environmental Protection Agency, seeks applicants to
fill a vacant attorney-advisor position. Details regarding
the oard's activities can be found at the Board's website,
www.epa.gov/eab. We would
appreciate your making this vacancy known to persons who may
be interested, and we strongly encourage all interested persons
meeting the qualifications described below to apply. Please
note that the deadline for applications is July
26, 2004.
The
Environmental Appeals Board is the final Agency decision maker
on permit, enforcement and other administrative appeals under
all major environmental statutes that EPA administers. Applicants
must have strong legal and analytical skills, excellent academic
credentials, and a serious interest in quality legal writing.
Applicants must have graduated from an accredited law school
and be a member in good standing of a recognized bar association
of any State, U.S. territory, or the District of Columbia.
At least three years legal experience is preferred, but environmental
law experience is not essential. This is an opportunity for
exposure to a broad spectrum of environmental cases; the attorney
will be responsible for preparing final agency decisions on
administrative appeal to the Board. Starting grade and salaries
range from grades GS 11 - GS 14 ($50,593 to $110,775), depending

Qualifications: Masters degree from an ALA-accredited Library/Information
Science program or international equivalent. A minimum of

Health Policy Challenges Affecting
American Indians and Alaska Natives

The
American Journal of Public Health (AJPH), in collaboration
with the Henry J. Kaiser Family Foundation, is planning to
publish a collection of papers on how the United States can
more effectively meet the health care needs of American Indians
and Alaska Natives (AIANs). The guest editors are soliciting
contributions to the "Health Policy and Ethics"
and "Research and Practice" sections of AJPH.
Research
articles (180 word structured abstract, 3,500 word text, up
to four tables/figures) and analytic essays (120 word unstructured
abstract, 3,500 word text, up to four tables/figures) for
the department "Health Policy and Ethics" are encouraged
that address the challenges or approaches to eliminating health
care disparities (in access, quality or financing of care)
between AIANs and other population groups. All papers will
undergo peer review by the AJPH editorial team, the guest
editors and a slate or referees, as per AJPH policy. In order
to be considered for inclusion in the series, papers must
be submitted by September 1, 2004,
through the online submission system at http://submit.ajph.org.

IHS:
Epidemiology Grant Program for American Indians/Alaska Natives
-- Due July 30
The
purpose of this grant program is to develop Tribal Epidemiology
Centers and public health infrastructure through the augmentation
of existing programs with expertise in epidemiology and a
history of regional support. Activities should include, but
not be limited to, enhancement of surveillance for disease
conditions; epidemiologic analysis, interpretation, and dissemination
of surveillance data; investigation of disease outbreaks;
development and implementation of epidemiologic studies; development
and implementation of disease control and prevention programs;
and coordination of activities with other public health authorities
in the region.
Proposed
activities that cover large populations and/or geographical
areas that do not necessarily correspond with current IHS
administrative areas are encouraged. American Indian/Alaska
Native tribes, tribal organizations, and eligible intertribal
consortia or Indian organizations, may be eligible for a cooperative
agreement. Collaborations with regional IHS, CDC, state, or
university organizations are encouraged (letters of support
and collaboration should be included in application). The
